Language Switcher Malfunction and 404 Error on Arabic Selection

Description of Issue:
We are experiencing a critical failure with the website's language localization system. There are two primary issues:
Persistence Issue: When a user attempts to change the site language, the setting fails to stick and automatically reverts to English.
Routing/404 Error: When a user selects Arabic, the site fails to load the translated directory or parameters and immediately returns a 404 Not Found error, rendering the site inaccessible in that language.
Crafty fun
This also happens with Spanish, and from what I've checked, it sets all languages to English, and when I change it, the same problem occurs.
